Police Officer Waiting List

I have applied for a few different positions with the local law enforcement but I have yet to land a job. It seems that there are a few cities around me that offer testing once in awhile for jobs that open up but even if I pass I could be submitted with any number of other applicants if we all pass the test. What exactly are the police officer qualifications that are required? I seem to be having a hard time landing a job or even getting my foot in the door to get an interview to show the qualifications that I have.
